The movie begins with Shivani Shivaji Roy (the character) sending a confidential report through Indian Intelligence to India's Prime Minister about an upcoming strike that will commence on November 26. She gives the Prime Minister 6 hours to post security measures to prevent the terrorist attack. Right before the deadline is up, India's Chief Minister Arundhati Roy Chowdhury gets a visit from an international news channel called NDTV which shows her the confidential report that was sent from India's most valuable asset. Shivani is then summoned by the Chief Minister and is told that she will be taken off the Anti-Terrorist force and will be forced to continue working with a partner who will hinder her work with Police Special Operations. Shortly after this meeting, a terrorist attack occurs at a Mumbai mall during which many people are killed and injured. The Chief Minister receives a phone call from the same NDTV journalist who showed her Shivani's confidential report. He tells her that he wants to meet with her and wants to give her the same confidential report that was sent to the Prime Minister, in person. He tells her that if she does not give in to his demands, he will release the report in a press conference in front of all media houses in India.
